Baxter acknowledged the financial challenges facing Premiership clubs in the wake of the pandemic, with the league’s salary cap set to rise from £5 million to £6.4 million for the upcoming season. However, he believes the English top-flight should strive to become an equally appealing destination for overseas stars, aiming to develop a “Fortnum and Mason” recruitment approach.
